Joe was a very smart character. Tried to forge a strange relationship with Marlo, keep him close and in some ways endear Marlo to him. The theme of the show was always about the perpetual nature of crime and those that fight and enable it. More crooks, more cops and more politicians. Truly a remarkable show.

I agree. Joe was afraid of Marlo and was looking to befriend Marlo to save his own neck. He knew that Marlo wanted to wear the Crown. But the Co-op should of gathered all of their muscle and spanked Marlo real bad, especially after Joe and Hungry's murders.

@1L4MK Avon didn't necessarily get "spanked" by Marlo though did he! The Barksdale crew were pretty much ready to mop the floor with Marlo's boys at the end of Season 3. If it wasn't for Avon getting arrested then Marlo and his boys were on the verge of getting taken out. The kit they assembled was enough to start a small war, they even had grenades.
