You missed Section 1076 then. It is there and it does provide for the national Guard to be used against US Citizens....in effect, gives the president the authority to inform Congress within 15 days that the is declaring martial law. It was not time for the dictatorship to take effect. They have also failed as FDR the traitor that he was had it planned by his own admission. Lincoln was pulled in but went against them.
