Jet boats make a lot of noise but they're not that fast. A bass boat with a 225 hp. outboard will outrun these jet boats.

These jet boats may be able to cross short stretches of shallow water-- mainly due to inertia-- but I seriously doubt they could perform well continually in two inches of water. Unlike with aircraft, jet power on water is very inefficient....it takes waaayy more horsepower for a jet boat to attain the same speeds as an outboard/prop driven boat...and that makes power-to-weight ratio of a jet boat very lousy.
