ted started losing control in late 97 when AOL merged with Time Warner. Ted slowly started losing power, wcw kept on losing money and AOL finally decided to sell it. Ted never sold WCW, he always supported it.

Even since Time Warner took over the networks in 1996 the product has gone to the toilet. If he didn't want to run CNN, TBS and the other networks he should have passed over to his children.
