Fake, it's far too clear. There's fake "8mm" footage, and real 8mm footage in this video, you can compare them by eye and tell that the bald man speaking is not from 1970-71, when Serpo ended. Also, the fatigues on the soldier in the back; we didn't start wearing those until mid-80's.
