The SPUC plaque is a telephone pole marker. It stands for Southern Public Utilities Company and was used to mark their power line poles before they became Duke Power Company. My guess is the 1930's.
that disabled vets thing might be a license plate you could put on your keychain that people would get from them...they would get your car license plate # from the state...

@MrGemod Yes the Garrett Ace 250 is a great detector for beginners, i have mine still , i found lots of stuff with it then i upgraded to the Fishers.
