The issue with your TV is known as "overscan." All TV's have overscan built in to hide the extreme edges of the image on your TV. Older TV's had more overscan, but as TV transmissions became more advanced, and precise, overscan could be less and less. Overscan masks the artifacts or distortions that may appear a the very edge of a television transmission. If you are hooking a Mac up to your TV, you can actually compensate for the overscan by going to system preferences and display settings.
Actually, I solved it! My TV was stretching the image so that only 92% showed. I downloaded new firmware to the TV and it allowed me to Just Scan. Yea!
