If you must know the obvious, city officials all over the world decorate their cities to amke the look good. Very well known cities that decorate them are New York, Las Vegas, Hong Kong, Tokyo, Tehran, Toronto, Vancouver, Seatle, Islamabad... I could go on but Yeah...

really? decorating city monuments & buildings on special occasions is different than putting neon light fixtures on flyover structures. I happen to live reeeeally close to NYC and I've yet to see any flyover or highways there with such idiotic waste of tax money.
