it has English lyrics, but apparently, the Japanese accent flew over your head. The thing is, the Japanese Sonic franchise always had an American flair to it (I'm guessing because Sonic himself had his design based off of classical, anthropomorphic cartoon characters), and even today, music with English lyrics is featured in all regional releases.
