so any energy left after the water is desalinated and pumped uphill, will be used to generate electricity which can be used to power the desalination unit and pump water uphill. Oh I get it- interesting concept.

How does the pump work and how will the pump be powered to get the water up before it can shoot down?

@cristoretornebiblia: the pump is powered with the electricity from the wind turbines. When the turbines generate more power than needed by the people the surplus power is used to pump up the water. Should there be too little wind at times the water is released from the dam...the dam acts as a buffer for power fluctuations.
