@Konflict42 I think he intended to use a NOR latch. I was trying this circuit with NAND and whenever the clock was off, it would set Q to TRUE; however, using a NOR made the circuit operate as he said. It held the state while clock was off.

when the clock is 0 both and gates get a 0 input and so have a 0 output, now both nand gates have a 0 input and so both give a 1 output, there is no memory at all in this circuit. Did no one else figure out this problem?

Could I ask why you chose the NAND latch instead of the NOR latch?
