The default car that this mod replaces is the Elegy, if you want the paintjob's and modifications to the car you must either use the default or find a suitable car that fits all the modifications

This is for PC, you install the mods via swapping the game files with the new ones.

There IS a way to get it onto the PS2 but in most cases it takes a lot of time AND is usually illegal to do so. (Mod-Chip)

There are many programs that will help you install mods in GTASA. They include "IMG Tool," "San Andreas Mod Installer," and "TXD Workshop." Google them for more information!

Don't know how to install him with IMG Tool, SAMI does not work for the whole car, and TXD Workshop I don't need.

Use SAMI to install the car parts, then open gta3.img with IMG Tool and find "elgy.txd" and "elgy.dff" (or whatever car it replaces), select elgy.txd in IMG Tool and choose "replace", do the same for "elgy.dff" and then select "rebuild archive." Let it rebuild then see if it modded correctly.
