You're totally right. Technology and employment are mutually exclusive. I think regulation of staffing/human resources will solve this issue. For example, 25% of a business' expenditure must go towards x number of staffing (x being relative to the business' gross revenue). This would allow investment in technology to go to any lengths while making business more efficient and making work life for employees better.
It seems to me that unemployment rate will jump up significantly in the future in this vision, except the high tech jobs.
