Water dries out very quickly, the oil stays around for many days both on the foamies and the deer. My theory is it's a better way to transfer the pesticide. Try rubbing oil on a part of your arm and water.
Why oil and not water? I saw a device before that had rollers in it with a mouse attractant and the mice would walk through the rollers. The rollers would apply a pesticide to the mice that would ultimately kill the ticks.

Very neat idea. Another idea is to use Damminix Tick Tubes to kill ticks before they contract Lyme. Treats mice with permethrin.
