The guards charge the inmates anywhere from 300 - 800 and then when they bust them for having it they re-sell it again, it is the inmates only way to communicate without costing their loved ones thousands of dollars not for escape! The collect calls for out of state family is ridiculous. Cell phone sure made it a lot easier to communicate with my family member. $50 for just 20 min. is not fair.... Most of the people that get caught smuggling them in are low level nurses and drug counselors. If COs are as dumb as you think they are there would be a lot more of them getting caught. Don't get me wrong, some of them do bring them in for inmates. They don't last long if they do, though.

Clarification, Captains, Assoc. Wardens, and higher ranking prison staff, have State Issued Cell Phones issued by the prison itself. All other lower staff, Officers and non-peace officer positions, simply just bring their personal cellphones into the prison, dispite the rule not to do so. They keep them on vibrate, and concealled on their person. When they lose them inside the prison, they just go buy another one, and keep bringing it in. Trust in their own cellphones is the secret rule.

They call each other to warn of high ranking staff's movements etc. When they accidently lose them, they can't report it to their supervisors, because they will be diciplined for bring it in. No focus to this issued has been addressed in this video, even though it is the truth. This aspect will get no mention by CDCR.
Unfortunately, cellphone usage by inmates within the CDCR is here to stay. Remember, cellphones have metal componets not capable of bypassing various prison metal detectors. Those of us "guards" who are just trying to earn an honest living (i.e. 99% of us) hate the staff members who bring in the phones worse than the inmates who have them. Yes it would be cheaper. However, it is absolutely forbidden by the FCC. Also, jamming is indescriminate and would likely jam the legitimate signals around institutions. I would be a bad thing if someone who just happened to be near an institution couldn't make a 911 call!

Nobody is getting phones through the mail.
Packages haven't been sent from family/friends for awhile, only vendors.
