the cell phones come from the officers, I did a year with my friend and we communicated by cell phone every day.

The guards charge the inmates anywhere from 300 - 800 and then when they bust them for having it they re-sell it again, it is the inmates only way to communicate without costing their loved ones thousands of dollars not for escape! It is also the way the crooked guards get extra money... look at your paid staff!!!!!cdc!!!

Where do they think the cell phones are coming from. My husband in incarcerated and the drugs and the cell phones are brought in by staff. The sell phones go from anywhere from $400. to 600., payed for by the families. CDC needs to look at their employees for the contraband that is brought into the prisons. They are paid great money but they are greedy. Then they will turn around and bust the guy for having a cell phone. It is amazing to me how ignorant the public is on CDC. Read up!

The collect calls for out of state family is ridiculous. Cell phone sure made it a lot easier to communicate with my family member. $50 for just 20 min. is not fair.... However, cellphone companies have taken issue with this proposed exception, saying that the technology will not be limited to prisons, and could threathen other public safety etc.

Most of the people that get caught smuggling them in are low level nurses and drug counselors. If COs are as dumb as you think they are there would be a lot more of them getting caught. Don't get me wrong, some of them do bring them in for inmates. They don't last long if they do, though.

Its funny to see all of these enablers that say that these inmates do nothing wrong. If an inmate found a cell phone maybe he/she should do the right thing and turn it in. If a staff lost a cell phone its just a drop in the bucket by the way. I can't imagine staff losing 25-30 cellphones a week which is what they are finding in some institutions.

CDCR tell the whole truth. Profile the high incidence of staff introducing these devices into the prison by various staff members, for sale to inmates. Highlight efforts to create penalties for STAFF. The Lieutenant featured is walking around with one on her rist, like a watch. What if she looses it? A search, then what...No penalty? An inmate gets her watch cellphone, just like that. Her fault, not the inmates'. Could you blame the inmates, since they want to maintain ties to their fam.

Clarification, Captains, Assoc. Wardens, and higher ranking prison staff, have State Issued Cell Phones issued by the prison itself. All other lower staff, Officers and non-peace officer positions, simply just bring their personal cellphones into the prison, dispite the rule not to do so. They keep them on vibrate, and concealled on their person. When they lose them inside the prison, they just go buy another one, and keep bringing it in. Trust in their own cellphones is the secret rule.

Part (3) of (3). The most alarming fact is that almost every staff member working inside the security perimeter, carries his or her own personal cell phones on them. They call each other to warn of high ranking staff's movements etc. When they accidently lose them, they can't report it to their supervisors, because they will be diciplined for bring it in. So, they chaulk it up as a lost. Guess who becomes the new owners, "Inmates." That accounts for half of the phones discovered. STAFF!

What's not fully addressed is that some prison staff are actually allowed to carry State issued Black Berries, Verizon wireless type, since that's their contract. Staff often lose there state issued phones within the security perimeter, and at times never fully recovering them. Corr. Capt.; Assoc. Wardens; Sec. Squads; etc. all have them. No focus to this issued has been addressed in this video, even though it is the truth. This aspect will get no mention by CDCR.

Unfortunately, cellphone usage by inmates within the CDCR is here to stay. Remember, cellphones have metal componets not capable of bypassing various prison metal detectors. Therefore, the grand majority are being introduced by various prison staff. Not necessarily custody staff, but free (non-peace officer) staff, who don't received the same level of pay as officers. At about $300.00 a whop, that make for a hell of incentive, especially since staff are not searched coming and going.

You're pretty much clueless in most of your post. Unfortunately however, you are correct that a large percentage of the phones come in via staff (at SOME institutions). Those of us "guards" who are just trying to earn an honest living (i.e. 99% of us) hate the staff members who bring in the phones worse than the inmates who have them. We want it to become a serious felony for any staff member who brings in the phones. This is the point of the video.

First of all, one could call in an air strike with a cell phone. Staff and Inmates should not have them behind prison walls. Yes, staff have brought them inside the walls, most of the time forgetting it is in their pocket. These staff that are caught get terminated or a major pay reduction for up to a year. Yes it would be cheaper. However, it is absolutely forbidden by the FCC. Also, jamming is indescriminate and would likely jam the legitimate signals around institutions. I would be a bad thing if someone who just happened to be near an institution couldn't make a 911 call!
