no actually these were new borns, its not explained how and why but they're dad was the black soul dew and when annie touched it it got destroyed, latios became the new soul dew and since latias was alone well i guess there needed to be a new latios but there was 2 latios and 1 latias which is still back in the city after kissing ash so now theres 2 latias & latios
