Basically. Only, the exhaust isn't blown back into the engine. Think of the turbo as two seperate systems. One side is spun by the hot exhaust gas. That wheel, or turbine, is connected to a shaft which is connected to another wheel, or compressor, on the other side. Outside air is sucked into the side of the compressor housing, spun around and compressed, and then forced into the engine. The 'rusty' part in this animation is the exhaust side, and the 'shiny' part is the compressor.

the turbine spins the compressor..... which then compresses the air.... the turbine just spins from the exhaust passing through it.
