The first was referring to when he would withdraw the troops, the other about whether there would be troops in Iraq 5 years in the future. Troops may need to be sent back in - and maybe there will still be few leftover troops there. Obama was right by saying he didn't know what the distant future would hold, but the closer future could be far more reliably predicted.

On the 2nd clip, hes making the statement that hes not going to make a promise not knowing the situation on the ground 4 years from now.

Obama said "the pace of withdrawal would be dictated by... the need to maintain stability" He never gave a crap about maintaining stability when he was calling for precipitous withdrawal and calling for our total removal by March '08. Obama will begin to bring troops home at rate of about 1-2 brigades per month. This policy would allow all the troops to be home within 16 months. He wont pledge to a straight 16 month deadline because something might happen that would make that impossible. We are not being fooled by him, we understand what he is saying and agree with him. Its not a good idea to have a fixed policy in war.
