their hair doesn't get wet because they are not actually out on the street singing in the rain. if anyone noticed them, or their hair got wet it would prove that they were part of the story telling. but as it stands, since nobody can see or hear them, and they don't get wet by the rain it shows that they are part of the musical composition and narrative, just like any other narrator, and not part of the active storyline.
