definitely a fun level, although you would think that a society that has shield technology would use it to protect important people such as the president.

Yes, you would think...but unfortunately, video game logic is the predominate factor here, not common sense.

Actually, the shields in this game are skedar technology. The skedar gave DataDyne some of their technology in exchange for making Dr. Carol for them. And as we find out in the mission "mr blonde's revenge" the skedar essencially "take back" their technology after DataDyne fails to successfully produce Dr. Carol for them.
