Her purpose for being there is pretty much to be a "fuck you" to the player. Up to this point, many people thought like Erika and could put the blame on specific people for specific reasons with little to no evidence. so R07 threw in a character who did JUST THAT and everyone hated her for it...so they basically hated themselves for being like Erika.
