No. Harmonix left when the best Guitar Hero was made, and all they did was improve, for the most part.

That company really needs to change it's name. Too much like Activision.

This can be seen in Through the Fire and Flames, Operation Ground and Pound, Song 2, and almost any other song that you can find that Harmonix didn't chart right. Let's say, for instance, that somone made a song, not for any reason but to compare charts, and had Activision and Neversoft chart it. Likely, Activision would make the best chart. Proved by DragonForce songs.
