Should be training to identify themselves before placing a charge. If I heard something like that and they came in and it was a tough guy that they would ACTUALLY NEED that for and the kind of guy that we would actually need to pay idiots like these to "protect us" from... they would ALL die farily quickly as that kind of guy could wipe them out in a few minutes.
