She says with a smile that they were actually doing additional work and that the additional work was not done correctly. On another video from CNN they stated that the preliminary work that insinuated was already done was the hand washing of dental instruments! I've seen this happen in the early 1980's with Wadsworth VA hospital in west L.A. when a lot of inpatients contracted Leigonaires disease while being treated for unrelated conditions.

As a service connected vet myself I can't help but be terrified when I think of getting sick because someone is trying to heal me, but it must be hard for them to keep it from happening sometimes.
