Clubs just park fly rides in front to attract business. Its the only logical explanation of this photo. hehehehehe

I thought that you might be supposed to change the 12 to 00. Only thought that it was sort of a timetable into the monster attack (in minutes and hours).
And I'm pretty sure that you have stumbled on to something big since somebody said that the growls were one of the biggest clues. And them being exactly at the time in the photos is a little bit too accurate.

There is only two time when it doesn't match up, and the one is on the logo, and the other it lands right on the news cast, BUT, the new cast is talking about the growl right when you stop on it. That is unless you cut the parts off at the start, then the last three times are right on the growls... The have a whale sound in them... for the most part, there is one other growl that doesn't...

They do move, but I don't really think there is any point to it, I mean last night I let them settle out for hours and what I was left with was, what looked to be a random pattern.
