No offense, but you probably timed wrong. I highly doubt this only .12 seconds slower.

Then what do you think it is? I timed from the first frame where you could see Mario to the last frames he hits the star

It can't be too much slower. He caught the first possible elevator, and grabbed the star within half a second once it got high enough. He did a slightly suboptimal job of getting to the star, but it doesn't look like it wasted more than about 10 frames.
