The Austin 3:16 thing came from a promo he cut on Jake "The Snake" Roberts back in the King of the Ring 1996. Roberts cut a religious themed promo on Austin prior to their match, and when Austin won the match he cut a promo in which he said:
"Talk about your Pslams, talk about John 3:16...Austin 3:16 says I just whipped your ass!"
And the thing stuck. Of course, by Austin's admission, it's not an anti-religious thing- it was just something he said and it evolved.
