If this bill passes, all shelters will overflow with new impounds from irresponsible owners dumping their pets to avoid fines. Santa Cruz was first to prove this with MSN that began in 1995. The impounds spiked up in 95 and 96. Levine cites santa cruz as a model for msn in CA his stats are the "big lie" from unverifiable sources. The shelter he quotes was closed down for corruption and missing funds in 2002 & did not report stats to the government. Levine has lost all cred & the senate seat.
