Hmm... Well, T-Virus is what infected everyone in the mansion in RE1. Then they created stronger G-Virus during that time, and later it broke out and infected the entire Raccoon City. That's unfourtunate, RE4 doesn't compare to the other games at all. I personally didn't even like it that much.

Really the t-virus had a light coating at the time(Very few people were infected), cause on the time line, the city hadn't turned into a hell.(Just a bunch of zombies started to attack) When birkin manialated the team HUNK was commanding, the rats started eating the G-Virus, which is what turned the city into hell, cause at the beginning of RE Outbreak, before the first mission, it shows that happening (Birkin attacking the USS team.) so the G-virus is what really set the ball rolling.
