Because Tanner stole the cash from one of Vasquez's men. Basically, the guy Tanner stole the cash from gets pissed and pursues Tanner in the limo.

They're men working for Vasquez. Tanner faked one of Vasquez's men into thinking that he was making an exchange for cash, so that's why Vasquez's men are all over you in this mission after the exchange cutscene.

i like the music but now i understand why we need the cop car,coz we need to make the guy in the limo thought it was a cop and i never been to rio and las vegas before my disc 2 broke down
