They measure crystallized intelligence and reading ability. They are not good measures of fluid intelligence, or anything else.

Although I agree completely that far too many standardized tests are given to students, and the results are misleading and inconclusive, I can't help wondering what a "faucet of one's being" looks like (see 1:57 in the video :))
