just like any other engine when u first start it up that whinning noise is from u driving the car roughly its nothing to do with the ac trust me my dads owned 100 differnt cars every weak and it dont have that noise till he drives them and he drives them extremely rough and reving it up is what does it so when u say old cars suck well thats what u need cause they can handle reving it up new cars unfurtunitly cant
over fill the power steering just a little bit over the line like between 1/8 and 1/4 and garantee it will fix the problem , did it on my 97 ls and quit the noise completely!
When you first said 99, I didn't believe you because I have a 99. But then I saw the back and it is a Chevy. That's not the original hood. What happened to the original hood? And LSI, that's the 1.3L. Am I right? Because mine is a 1.0.
You're right the original chevy hood was damaged. I replaced it with this GEO hood which was in perfect condition. Yes, This one is a LSI 1.3L. I think LSI just meant it has A/C :)
No. that's not true man. I don't have the LSi. I have a standard 1.0 and it blows nice cold air. LSi means it has the 1.3 L engine. So its got a little more power, but not as good on gas. Decent though.
The 4 cylinder is better on gas (provided it is a 5-speed) than the 3 cylinder as the 4 doesn't need to work as hard to move the car. I have a 91 Geo 'vert and it's a 3cyl (didn't have the 4 until 96 or something like that) and mine doesn't get as good mileage as a 4cyl 5-speed. It will get better mileage that a 4cyl auto though.
@mypalrocco dude there's like a 20hp difference, and when it's that clsoe the 20 horses only help it get up to speed, it doesn't suck gas, trust me i had a 97 4cyl 5spd hatch and it got better mileage, not by much just barely, i always had to rev the 3 banger higher to get up to speed quicker to keep up with traffic because everyone has a lead foot where i'm at

That whining noise is I beleive the alternator. The alternators on those engines were made pretty poorly. When they whine like that it usually means it's beginning to seize. My father had a Metro, and it went through 7 alternators in it's lifetime.
The reason the sound changes when you turn on the A/C is because the engine has to speed up so it has enough power to turn the A/C compressor when it first turns on. Otherwise, it would stall.
Why can't you keep it? It will need some work but if you compare daily cost of a Geo Vs. Jeep Liberty you'll see that the car will pay for itself within a year.

also check the EGR ( exhaust Gas Recirculator) that regulated the engine speed when cold

the up and down of the engine is controlled by the throttle sensor locate in the throttle body, very simple fix

Thats the Power steering pump.
it changes noise because its connected to the same serpentine belt that is connected to the power steering pump.
check the fluid level and look into bleeding the air from the power steering pump. worst case the pump will need to be replaced
