Its 菅原恵三郎 (Sugawara Keisaburo), born in Akita prefecture in 1911. Dont know much about him other than he learned kendo from Takano Sasaburo and took part in the Tenranjiai. He seemed to have held a post with the ZNKR at some point, and became a kendo instructor for the Hokkaido Police HQ after the war.
