This is a global problem, has been for decades. The only way to stop it is to actively investigate the traffickers, follow the money trail and prosecution with heavy sentences. The police dont want civilians to be involved because the civilians arent cops and dont know what they're doing but getting information is what is needed most, cops dont have resources to do that.
