The ability to overthrow foreign government by will? That's a huge overstatement! At least Iraq, Iran, North-Korea, Soviet Union, Cuba, China, Vietnam and Venezuela are countries which governments would have been overthrown, if could.
It's rather the countries that are already instabile and weak, whose governments can be overthrown with the usual terrorist and propaganda methods of CIA.
