It does not seem to practical, I mean if the police set up 1 flat like this, in a building with 5-6 flats per stairway, how do they bate the burglars into falling for that one?

Burglars, like easy targets, so say you went out for a holiday, and being VERY dumb, you left you left your curtains open, and left all the lights off with no TV or radio on. And say you left a window open, what do you think a burglar will do? It's easy pickings, they know the house/flat is empty.
