A public works project that focuses on a future of high-tech jobs? How could one argue with that, particularly when the initial phases are grounded in work projects that will create immediate jobs?

If the concern is that the government is supporting businesses that wouldn't fly in a free market, remember that every country that has made major shifts in their energy policies (and benefited economically from doing so) were able to do so because of some form of government incentive.
