after effects....as the name suggests, is software made specially for doing special effects like this.

if you have the right applications to create the vines in vector format such as photoshop cs2 or 3, create the vines on a transparent background, then you can ad it in over any video footage or still images in vegas. The revealing feature can be done with the masking plugin that ships standard with vegas. You have to work on the timeline, and it will take some time, but it can be done.
