last surah revealed to the prophet, Allah is foreshadowing telling us people will submit to him, and this world will be full of muslims. but then Allah is also saying when that happens celebrate's and praise him, because he gives victory to whom he pleases. This could be at the time of Jesus return. Allah knows best.

ayah 3, at the end, shouldn't it be "tawwaba"? but not "tawwa a ba"
