It's not exclusively about drugs: the song is the narrator's reflection on the whole fast-paced party lifestyle. The first two stanzas speak of his hard use of drugs and women, wild parties...eventually his whole life comes crashing down around him, but he's able to recover, as heard in the third stanza.

All u that wish u were born back then, don't feel like a stranger. I'm 36 and the older I get the more I like older stuff. Its only gonna get worse. Ya'll that are younger and can, should bring back the real stuff, whether its music or cars or whatever. I've got an old '47 Ford truck with a '40 nose, its not much but I relly dig the style and craftsmanship. Todays vehicles and music have no soul or heart. Th cars look like jellybeans and the musics reixed & edited to death.

Sweet Jesus! That was excellent. I wasn't aware of this video; thanks for uploading it. I was never much into the CPD's swing stuff, believe it or not, but I have a newfound respect for this song.
