It's caused by air in the cats swim bladder being compressed at depth, and by bringing it up quickly to the surface the cat does not have time to equalize the pressure so the air expands and the cat bloats like a balloon. The fish can't swim properly or submerge fully until the excess air is relieved. Some guys will slip a slender pipe doen the fishes throat to burp it, but I prefer to lay the cat on it's belly and rock it slightly while holding it's mouth open. Works almost every time.
