Military Vehicles in transport N101 past 46 junction

No it is not a regulation for CIVILIAN drivers of military equipment to wear a vest, BUT they do have a choice as to protect themselves in case an attempt is made to steal the equipment.

On my way south on the 101 from pismo beach to orange county i passed military transport truck with heavy equiipment. what stood out to me was that the driver was wearing his flak jacket? never before had i seen this when seeing army transports on our fwy.s anybody know if this is new policy?
