It is describing King David (the first king appointed by God's prophet in the Bible) and how his sin and lust took him away from God. The verse is combining the story of King David's lust for a married woman (saw her bathing on the roof) and the biblical story of Samuel who allowed his lover to break his covenant with God by cutting his hair. The Hallelujah is a term often used in praising God. I think it is a mediation on how tough life can be but praising God helps.
