Smokers have brain; if they are not working properly who cares?

Even elementary school kids carry guns in schools, smokers are far better in that sense.

I think that people should be smoking in the appropriate areas but lets just do some thinking before we start banning stuff. Are the areas semi-close to the buildings or is it a large trek? how many areas are there and how big are they? I gotta say banning smoking is only going to aggravate the problem.
