It's not necessarily passivity, Effy's just afraid of getting hurt. Because of that, she has difficulty showing love & receiving it. In Season 1, she coped with that fear by not speaking. Now, she puts up walls so that people can't get close to her. That's why she's so mysterious. She pretends she doesn't care about others, when really she does...A LOT. We got the first glimpse of that in Season 2, when she says to Tony "Love, love, love. What is it good for? Absolutely nothing".

She's emotionally attracted to Freddie & physically attracted to Cook. That's basically it in a nutshell. She cares for both, but there are key differences.
I don't see why love or crushes have to be so thoroughly explained to the audience. Sometimes ppl just love/like each other because they do. It has nothing to do w/things in common. It happens in real life too. May be Effy likes laid back guys, may be Cook likes her attitude, may be Freddie likes Effy's eyes. Ppl hook up for less.

agree i don't even understand how the hell cook loves effy they are never shown doing anything together but having sex seriously its makes no sense that he "loves" her especially when he's been sleeping with her best friend at least with freddie you've seen them actually talk
that's what effy finds solace in, i think. by reciprocating cook's quite genuine feelings towards her through the physical; as well as somewhat strangely seducing freddy in the woods,, she feels as if she's pleasing them both and she can get away with running away. maybe it gives her.. power and control over them both.
