another way to look at this is to look at the murder rate (capital offense)

US murder rate is 50 per million, China is 11

they commit murder ~ 1/5th as much as the US

using these numbers the Chinese should execute ~ 11/50 x 1200/300 x 46 ~ 41

when adjusted for population and murder rate the Chinese should execute ~ 41 people

they execute 4000, ~100 times the rate of the US, 10,000% greater rate

this says they are executing people for a lot of other offenses: drugs, rape, etc.

Your reasoning is insufficient if simply based off of probabilistic population comparison, because the execution rate can be attributed in part to a different political and social climate that facilitates the incarceration and subsequent execution of it's citizens.

China has four times the population of the United States, so if it executed the same percentage of individuals as in the USA, it would be executing 184 per year---rather than 4,000. The difference is huge. Beyond that, the USA is an open society with reliable statistics that you can triangulate from different sources. China is a Communist dictatorship, like it was in 2000, 1990, 1980, etc. Red China is a culture of death and lies.

What's interesting is what China executes people for, corruption, rape and drug trafficking. First of all it's 1.34 billion, and if you don't think that's a big difference from 1.2, consider that it's slightly less than half the US population (which is currently 313 million), or 140+ million people. Secondly, doing the numbers you will find that US executions are about one in 6.8 million people, while China executes one person in 335000 people, meaning China executes about 20 times as many.

The death penalty should be used on murderers, rapists, pedophiles, and people who cause permanent life changing / destroying injuries to a victim (e.g. paralyze a victim, cause the lose of a limb(s)). The death penalty should NEVER be used against non-violent criminals (drug dealers, traffickers, or users), thieves, or "white collar crimes". This is just my personal opinion.
