Rather confusing to say the least.. I think you'll find that the sentence has a main clause (The children laughed) and an adverbial clause of time (when the clown fell), qualifying the verb "laughed." There are no phrases in the sentence.
Isn't "fell" a lexical verb (final verb in a verb string) and not an auxiliary verb? It would still form a verb phrase, but it wouldn't be an auxiliary verb phrase...
