  • The U.S Shelters gas animals in mass, thousands of them. The meat and egg industry kill millions of animals yearly. so tell me...why does everyone get into mass hysteria if i throw a rock in the general direction of a cat?

  • Why does this registry need governmental approval? Why doesn't another group take up the effort to do this? Like ASPCA or animal welfare organizations?

    There pretty serious about taking care of animals there. By law you have to get your cat or dog fixed if it's not a show or breeding animal. I lived in LA a few years ago. I tried to adopt a cat and I had to prove I would give it a good home and have references. The humane society never puts animals who aren't sick to sleep.

    I live in Ontario, Canada, and our humane societies don't put animals to sleep unless they are non-adoptable (violent) or too sick to survive. In the municipality where I live we are not required to fix pets, but there is a two pet maximum and there is often a pet fixing drive where vets neuter pets at reduced cost to pet owners.

    ...We've got those pet fixing drives in Michigan; I think most states do. I imagine Canada has a much more humane way of dealing with pets than the average state does though.

    Well unfortunately many people who live in big cities see the homeless as a problem to be swept under the rug... not all but many. I'm certain our doctors and nurses get bitter about treating the drug addicted homeless, but they have no choice but to provide care and every person, whether they have an address or not has the right to due process, and is protected by our Canadian Charter of Rights and Freedoms.

    I heard that with Obama-care, the government will get to decide which one out of ten Americans is gay, then if they don't gay-marry they get put in jail. And the lesbians are going to have to undergo mandatory artificial-insemination so they can force them to have abortions.     That reminds me of a picture from the Creation Museum with their geological time scale. It shows 4004 BC to present day. It still has the cenozic, mesozoic, paleozoic (etc) eras and the Jurassic, Triassic, Permian (etc) periods but they are all in one tiny slice at the very beginning, like they are all condensed in the first five years! If they are going to ignore real scientific work, ignore ALL of it, don't twist it around like that.

    yeah that sounds like a good idea too...except i dont think it would be enough to fund it though...and i think pet owners would be happy to pay for the registry...to be honest, i can imagine ALOT of not for profit organizations who would be willing to provide funding and assistance to such a registry...so it may even end up costing pet owners less.

    exactly...imo to make pet owners pay for this registry would deter irresponsible ppl from buying pets as well, cause it would increase the cost of pet ownership...honestly, i think the registry should be coupled with a licensing system...pet ownership should not be available to everyone...the license fees (in addition to fines) should pay for the registry instead of taxation...plus private donations should be more than adequate funding anyway..

    When I tried to adopt that cat in LA, the cost was $130 which was great because it would discourage irresponsible people who shouldn't have pets and the money was used for the cat's shots and stuff like that; the stuff you are supposed to get for your pet, this way they made sure it got done. The main reason I got a cat in Michigan instead (when I moved) is I realized the one in CA had a much better chance then the MI cat.

  • Why would it cost so much? All it is is a database. The set up and data entry might cost a bit to begin with, but it could almost be completely automated. Heck even the human society could run it, and all the courts would need to do is send an email or fill out an online form. The infrastructure is already there.

    I don't know... it is important. Some Serial Killers often get their start by mutilating animals. It could be an important tool.

    That's an excellent point. Of course, serial killers aren't that numerous but there are a lot of other violent lunatics out there. Having record of those who hurt animals would be an extremely useful thing to have.

  • The problem with this theory is twofold:

    First, inflation continually devalues the currency which makes previous levels of per capita tax income insufficient to maintain the same level of services. Inflation is caused by the Federal Government and is beyond California's control.

    Second, people keep demanding more and more government services and refuse to prioritize by eliminating existing programs to pay for new ones.

    There are two elements in terms of tax revenue; the tax rate and the tax base.

    The tax rate (which is limited by prop 13) is how much tax any one person or business is charged.

    The tax base is how many people and businesses there are paying taxes.

    As the population grows the revenue needs of the government grows but so does the tax base. If anything economies of scale should allow the government to reduce the tax rate while maintaining the same level of service.

  • I fully support a system that protects the rights of animals (which should be expanded and more enforced) and I do believe animal abusers should be flagged when applying, for example, for a breeding license or adoption. Why shouldn't animals who can feel the same pain we can, who have emotions just like we do, have to have their suffering being at best 'tolerated'?

  • I kind of have to admit, I think this animal abuse registry is actually a good idea, because at a relatively small annual cost (500K-1mill a year) we can probably save a LOT more by not having to try, prosecute and jail the idiots who abuse animals over and over. If they aren't allowed to have animals in the first place, we won't have to spend money rescuing the animals and then spend a TON more money putting the repeat offenders through the legal system again and again.

  • Good points. I think that this abusers registery should be implemented and it should be seriously considerd. I agree that if taxes need to be raised, they should incorperate alot of the imidiate costs too, not just the pet abuse registery.

    On a simular note as one comment also pointed out, there needs to be a clear line between real abuse and disciplin for pet owners.

As an example, think of all the disclosures you get in the mail from any mutual fund you own. Every one of these is a progressive response to your right to be well informed. The effect of them is only to make a person more confused. This animal registry will be an ineffective waste of money.

    Legislation doesnt necessarily exist to get rid of the world's problems - that's not its purpose...laws can provide structure/certainty and an authorized system within which things are done...that seems to be what the registry is attempting to do. i.e. provide a system within which animal abusers are prevented from owning animals in the future and provide leads for police in future cases

  • Here's an idea, which probably isn't that good. When people are arrested or punished somehow for abusing animals, make them pay a hefty fine, and that money will go towards keeping up this registry. That way, they're basically paying for their own punishment, and it might help keep taxes low. I agree with you guys though, in theory the registry sounds great but is it plausible financially?

  • @TheMia168 - Not all serial killers start off abusing animals. In fact, abusing animals is only 1 of 3 main indicators of a future serial killer. Most serial killers only display 2 of the 3 traits(the others being a pyromaniac and having prolonged bed-wetting.) To say that this registry would prevent a serial-killer is ridiculous. While there is a correlation, it's not a fool-proof one. There's definetly some holes in your logic.
