so do hess teachers get to participate in these trips as chaperones?

Yes they do. But not the NSTs (foreigners), just the local (Taiwanese) teachers. This is beacuse the English classes in the destination countries are arranged by local EFL schools. Except in Singapore where Hess has its own school and sends English teachers from Taiwan with the groups.
