@PulpPractical You want to put the tape near you belly button going around your waist and have it so that it is taunt on your skin all the way around, but not so that it is pushing your skin in, it needs to be flush with your skin.
hey man im just a little younger than 15 and i have 15 inch arms i have been lifting for about 6 months I didnt go very hard for the first 3 months but, my question is when i flex my biceps like you do they do not tighten up into a ball but rather stay kinda even is it just because I have not fully developed them yet because im quite curious it does tighten up a little bit but not as much as yours were and all my friends biceps do the same as yours, i hope you get back to me i would like to know

I workout every single day...do like 15 chinups in one set, 50 pushups in one set (but I always do 3 sets of each workout) and I'm 29 years old at around 140 lbs and 5'9 in height and I just measured my flexing biceps and I sit at around 13.5"....I guess I'm just small boned or something.
I wonder what Bruce Lee's biceps measured out to be....you can be small but strong as fuck.
@CJTranceAddiction it might be because you workout every single day that you have small arms because when you workout you tear the muscle fibers in your body and then they grow back bigger and stronger but this takes time so if you work out every day you are not giving your muscles time to heal so they can grow you need to rest a muscle for about 2 days AT LEAST before you work it out again to give it time to heal/repair itself.
@MysteryUser2011 you cant get a 2 INCH INCREASE if your arms are that size. A buddy of mines biceps are 15.33 inches cold. After lifting weights and pumping blood into the bicep/tricep, his arms are 16 inches. Thats not even an inch bigger. HOWEVER, if you arms are really like 13.33 inches cold, and your not really 15 pumped up but like 14.75 or something, id find that to be possible.
14 bicep 11 forearm is that decent for a 18 year old ... why the hell is it so hard to look buff at 6 ft 3 looks like i barely work out only way u can tell is my huge chest...
Thats impressive dude, how big are your arms unpumped? I'm 21 with about 15.5 inch arms and about 5'4 - 5'5 they use to be 16' but I've been slacking a little bit.

@smarttard That is correct, but as far as I am aware you cannot measure just the actual bicep muscle. It is called a bicep measurement because that is the muscle grouping that you are flexing. The knowledge that your triceps, bone, tendons, fat, skin etc. is also included in the measurement is common. It would be similar to saying that measuring your pectorals or chest is also wrong because there is your rib cage, spine, back muscle, organs, etc. included. Title was not meant to mislead you.

When I'm measuring my abs, do I pull the tape as tight as it can go? If I do, then I only have a 35-inch waist. If not, then I have a 38-inch waist.
